Bob Pekar

Chief Executive Officer

With more than 30 years of experience in the human services field, Bob dedicates his time to improving services for the most vulnerable members of our community. As CEO, Bob leads a team of over 1,250 employees who are responsible for the continued development and integrity of 100 diverse behavioral health programs.

He regularly encourages staff at all levels, to ‘think outside the box’, to use sensitivity and creativity in the delivery of services and to never forget that innovation, humor and play are the keys to success.

Aside from Twin Oaks, Bob is a former member of the Board of Trustees for Big Brothers Big Sisters of Burlington, Camden and Gloucester Counties and a former officer of the New Jersey Association of Mental Health Agencies (NJAMHA).

Qindi Shi

Chief Financial Officer

Qindi joined the agency in 1991 after receiving her MBA from Syracuse University. She continued to grow within the organization and was named Chief Financial Officer in 2002. As CFO, Qindi manages the agency’s budget of over $65 million and plays a critical role in the implementation of our strategic plan.

For Qindi, the bottom line is always about meeting the needs of the people in our care. Her personal goal remains to ensure that every deal is the best deal for the benefit of consumers, staff and the agency.

Aside from Twin Oaks, Qindi is a member of the New Jersey Association of Mental Health Agencies (NJAMHA) CFO Practice Group.

Michael Snyder

Chief Administrative Officer

Mike joined the agency in 2005 as the Chief Operating Officer and in 6 years successfully helped grow the agency from 45 programs to over 65. Moving forward as Chief Administrative Officer, his main responsibilities include business development and strategic planning.

With over 30 years of experience in the mental health arena, Mike’s greatest strengths lie within people and innovative program development. Most recently, he led the way in developing 5 new group homes for children with developmental disabilities.

Aside from Twin Oaks, Mike serves on numerous board and advisory groups influencing the mental health community in an effort to improve the lives of those served.

Narsimha Pinninti

Chief Medical Officer

Dr. Pinninti, a physician with UMDNJ, joined the agency ten years ago as Medical Director. As Chief Medical Officer he serves as a liaison to the medical community and works closely with staff to ensure that the highest standards of quality and service are maintained.

Dr. Pinninti specializes in the cognitive services of serious mental illnesses. He is certified by the American Board of Neurology and Psychiatry and the Association of Cognitive Therapy.

Aside from Twin Oaks, Dr. Pinninti spends his time as a professor in the Department of Psychiatry at UMDNJ and has published over 30 articles in scientific journals.

Sheri Bell

Chief Human Resources Officer

With over 25 years of experience in both social work and human resources, Sheri leads a team of more than 1,250 employees at Twin Oaks. As Chief Human Resources Officer, she oversees the development and implementation of human resources policies, staff development, recruitment and retention, employee relations and benefits.

Sheri takes pride in ensuring the workplace environment is consistent with the values and mission of our agency. With the ability to see the big picture, she plays a main role in shaping and implementing our business strategy.

In addition, Sheri is a certified Senior Professional in Human Resources and a member of the Society of Human Resource Management.

William Barry

Chief Technology Officer

Bill joined the agency in 2006 with a wealth of experience in the mental health field. As a licensed social worker, Bill started as Vice President of Support Operations. Moving forward in his role as Chief Technology Officer, Bill oversees technology, quality assurance and performance improvement.

Derry Holland

Chief Operating Officer, Adult Services

Derry joined the agency in 1986 as an intern for the Family Learning Center and Seasons Outpatient Program. From there Derry moved on to supervise several behavioral health programs for children and adults within the agency and most recently served as Vice President of Adult Community Services.

As Chief Operating Officer for Adult Services, Derry will manage over 40 programs for adults living with severe and persistent mental illness and/or developmental disabilities.

Karen Tanger

Chief Operating Officer, Children and Families Services

During her 22 year career with the agency, Karen has worked in many areas of children’s services including group homes, crisis intervention, partial care, home-based, school-based and most recently, Vice President of Foster Care Services.

As Chief Operating Officer for Children and Families Services, Karen will manage over 40 programs dedicated to improving the quality of life for children and families struggling with behavioral health issues.

Pamela Collins

Chief Development Officer

Pam joined the agency in 2005 as the Communication Specialist and later took on the position of Director of Development and Communication. As Chief Development Officer, Pam manages the public relations, marketing and fundraising for the agency.

In the transition to Twin Oaks Community Services, Pam will play a major role in developing and implementing innovative campaigns to enhance brand awareness and fund development for the organization.
